DVLA Clarifies Reports on Overseas Driver Licensing Services

Accra, February 26, 2026 — The Driver and Vehicle Licensing Authority (DVLA) has dismissed what it describes as misleading media headlines suggesting that the Authority intends to deploy staff abroad to provide driver licensing services.

In a statement issued on February 26, the DVLA explained that it has entered into an arrangement with Ghana’s Ministry of Foreign Affairs to collaborate with Ghanaian embassies and high commissions in selected countries. The initiative is aimed at providing specific services — including the issuance of International Driver’s Permits and renewal of driver’s licences — to qualified Ghanaian citizens living abroad.

According to the Authority, the pilot phase of the programme will be undertaken in the United States of America, Canada, Germany, Netherlands, and at Ghana’s High Commission in the United Kingdom.

As part of the implementation process, DVLA will train embassy staff to verify applicants’ documents before forwarding them to Ghana for processing. Once completed, the processed documents will be returned to the respective embassies for collection by applicants.

The Authority stressed that the arrangement does not mean DVLA will post its domestic staff to work at embassies in the selected countries, contrary to impressions created by some media reports.

Management reaffirmed its commitment to improving access to services for Ghanaians both at home and abroad, noting that the initiative is part of broader efforts to bring services closer to citizens, reduce defaults, and enhance compliance.

The DVLA also reiterated its open-door policy and encouraged media organizations and individuals seeking clarification to engage its Corporate Affairs Department to avoid misinformation.
