Parliament Passes Energy Sector Levies Amendment Bill; Fuel Levy Increased to GH¢1.93 Per Litre

Accra, July 2026 — Parliament has passed the Energy Sector Levies (Amendment) Bill, 2026, increasing the fuel levy on petroleum products to GH¢1.93 per litre as part of efforts to raise additional revenue to address challenges in Ghana’s energy sector.

The amended legislation, approved after parliamentary deliberations, is expected to generate significant funds to help settle mounting debts in the energy sector, improve the financial stability of state-owned power institutions, and support reliable electricity supply.

Government has defended the increase, stating that the additional levy is necessary to reduce the sector’s financial burden, ensure timely payments to independent power producers, and sustain ongoing reforms aimed at improving energy delivery across the country.

However, the decision has attracted criticism from some Members of Parliament and sections of the public, who argue that the levy could increase transportation costs and eventually lead to higher prices of goods and services, placing additional pressure on households and businesses.

The passage of the bill comes amid ongoing discussions on how to secure long-term financing for Ghana’s energy sector while maintaining affordable fuel prices for consumers.
