Hon. John Jinapor Unveils Five-Point Agenda for Renewable Energy Transition

Accra, March 5, 2025“ The Minister for Energy and Green Transition, Hon. John Abdulai Jinapor, has outlined the government's s five-point agenda aimed at accelerating Ghana's s shift to renewable energy.

Speaking as the guest speaker at the Sustainable Energy Policy Dialogue 2025, organized by the Centre of Excellence in Public Utility Regulation (CEPUR) at the Ghana Institute of Management and Public Administration (GIMPA), Hon. Jinapor detailed strategic initiatives designed to address challenges in the energy sector while promoting sustainable solutions.

Key Initiatives for Renewable Transition

At the heart of the agenda is the establishment of a Renewable Energy and Green Transition Fund, in line with the Renewable Energy Act. This fund will support research and development of locally-driven green technologies, including:

Solar chargeable outboard motors for fishing communities

Solar panels for healthcare facilities, schools, and irrigation projects

Electric vehicle (EV) charging systems

Support for small and medium-sized enterprises (SMEs)

Energy efficiency education to bolster Ghana’s green economy

The initiative is also expected to reduce electricity costs for state institutions, freeing up grid power for industrial and productive use, ultimately leading to job creation.

Solar-Powered Streetlights and Electricity Access

As part of efforts to enhance security and ease the financial burden on Ghanaians, the government plans to deploy solar-powered streetlights nationwide. According to Hon. Jinapor, this measure will help address infrastructure gaps in the Energy Sector Recovery Program by ensuring sustainable lighting for communities.

Additionally, the Ministry, in collaboration with development partners such as SECO, KfW, AfDB, GIZ, and the World Bank, is working towards achieving 90% electricity access across Ghana in 2025. This will be done by fast-tracking universal electricity access through renewable energy mini-grids.

Legislative Support for Green Energy

To institutionalize the country's s energy transition efforts, the government is pushing for the passage of a Renewable Energy Authority Bill. This new authority will manage the Renewable Energy and Green Transition Fund, promote green energy investments, and foster local research and innovation in renewable technologies.

Competitive Renewable Energy Procurement

Hon. Jinapor also reaffirmed the government commitment to a transparent and competitive process for renewable energy procurement. With support from the World Bank, the ministry is developing a standardized Power Purchase Agreement and building capacity to conduct renewable energy auctions.

According to the Minister, this approach will attract credible investors, ensure fair pricing, and accelerate Ghana's transition to a sustainable energy future.

As a country, we will develop all our energy resources sustainably to drive economic growth and job creation. This will help us achieve an optimal energy mix that guarantees reliable and affordable power supply,Hon. Jinapor stated.

He called on stakeholders, investors, and industry players to collaborate with the government in realizing Ghana's s green energy vision.
