MINORITY ALLEGES ATTEMPT TO EXTRACT $85m FROM ‘COMPLETED’ 500-BED MILITARY HOSPITAL

The Minority in Parliament, led by Hon. Kofi Amankwa-Manu, MP for Atwima Kwanwoma, has accused government of attempting to defraud the state through what it describes as a “calculated scheme” to pay an additional $85 million USD for a foreign military hospital project.

Addressing a press conference, Hon. Amankwa-Manu, who serves as Deputy Ranking Member on Parliament’s Defence and Interior Committee and is a former Deputy Defence Minister and former Chairman of the Ministry of Defence Project Implementation Unit, said he wanted to “set the record straight and expose this grand scheme of deception.”

He dismissed claims that the 500-bed facility is only 60% complete as a “complete fabrication designed to justify an outrageous financial demand.”

Citing official records from the Ministry of Defence Project Implementation Unit, which he chaired, Hon. Amankwa-Manu stated that, as of September 2024 the hospital stood at 92.5% completion and also in January 2025 under the previous NPP administration the overall completion reached 98%

“The foreign military hospital is completed and operationalized to serve the health needs of the Ghana Armed Forces and the people of the Ashanti Region and beyond,” he said.

Hon. Amankwa-Manu warned that any attempt to use the “backdoor to pay this newly generated, unjustified amount of $85 million USD” amounts to “create, loot and share.” 

He said the Minority will demand value for money and fight against the payment, and is calling on government to act immediately to prevent the transaction.
