Accra, October 29 — The Office of the Special Prosecutor (OSP) has invited the Chief Executive Officer of the Driver and Vehicle Licensing Authority (DVLA), Julius Kotey, for questioning after his revelation that he rejected a GHS 4 million bribe allegedly offered to halt the rollout of Ghana’s new digital license plate policy.

Sources confirm that the OSP has also launched a parallel investigation into a member of the Council of State, who is reportedly linked to the attempted bribery scheme.

The digital license plate project—designed to enhance vehicle traceability, curb fraud, and strengthen national security—has faced resistance from some private contractors and political figures believed to have vested interests in the old system.

The DVLA CEO is expected to appear before the OSP this Friday 31st October 2025 to provide a formal statement and supporting evidence, including messages and recordings said to corroborate his account.
